Where Sovereignty Succeeds or Stalls
Sort sovereign-AI programs by their power position and the pattern is obvious. Winners start from an energy surplus, stranded gas, hydro, nuclear, or a grid with real headroom, and pair it with fast permitting and a credible offtake. Stallers start from ambition and a congested grid, and discover that no amount of capital compresses a transformer lead time. The differentiator is never the model or the chip allocation. It is whether the electrons were already there or had to be conjured. Physical endowment plus institutional speed beats capital plus ambition every time. When power runs short, the honest options are to site to the resource, buy a cleared interconnection, bridge with your own generation, or shrink the ambition.

What is the uncomfortable trade a power-constrained sovereign-AI program often faces, and how does it usually resolve?
Show the answer
The trade is between pure territorial sovereignty on a slow, congested grid and real, energized compute sited where abundant firm power already exists, sometimes on or with a power-rich partner. Because you cannot out-announce a transformer lead time, many programs quietly choose energized compute over strict sovereignty, siting to the resource rather than waiting years for domestic power.
