Power Is the Border
Sovereignty once meant control of territory, currency, and law. In the AI era it means control of compute. But compute is not an abstraction. It is a building full of accelerators drawing tens of megawatts, and that building runs only if the grid delivers electrons on schedule. Every national AI strategy is therefore a power strategy wearing a policy costume. The country that writes the boldest white paper but cannot energize a gigawatt loses to the country that quietly secured firm capacity. Power, not policy, is the binding constraint. Read every sovereignty claim as a question about the grid standing behind it, and grade it on megawatts, not manifestos.

Why is firm power, rather than chips or capital, usually the binding constraint on a sovereign-AI program?
Show the answer
Because capital, chips, land, and talent can be added in quarters, while firm generation, substations, and large transformers take years to deliver. The slowest input sets the schedule, so the years-long power layer, not the fast-moving money or hardware layers, determines when a sovereign cluster can actually energize.
