The Community Ledger: The Politics of the Deal

Faraday’s take

An incentive is never costless — it is a transfer, and someone keeps the ledger. Every dollar of abated property tax is a dollar the school district, the county, and the fire service did not collect, and the residents who fund those services know it even when the spreadsheet hides it. This is why the tax package is a community-relations instrument as much as a financial one. The deals that endure are the ones where the community can see its own return: real jobs, funded schools, infrastructure that outlasts the abatement. The deals that detonate are the ones that looked like a giveaway to everyone except the parties who signed them. Read the community ledger before you sign, because the community reads it after.

Knowledge check

Why is an incentive best understood as a transfer rather than as costless?

Show the answer

Because abated or exempted tax is revenue that other taxing bodies — schools, county services, emergency services — do not collect, so the incentive redistributes cost and benefit among residents and jurisdictions, which is precisely why it is a community-relations question and not only a financial one.
