Sovereign AI & Geopolitics Foundations
Glossary
- Choke Point
- A place in a supply chain where alternatives collapse to one or a very few controlled options. Whoever controls a choke point holds leverage over everyone downstream who must pass through it.
- Compute
- The raw capacity to perform the mathematical operations that train and run artificial intelligence systems, typically measured in floating-point operations per second (FLOPs). It has become the master strategic input of the intelligence age.
- Compute Bloc
- A grouping of nations aligned by shared control of, or shared dependence on, the compute supply chain. Access to frontier compute is coordinated within a bloc and denied across the divide.
- Dual-Use
- The quality of a technology that serves both civilian and military purposes. Advanced chips are inherently dual-use because the same processors that train commercial AI can train systems for weapons, surveillance, or cyber operations.
- Energy Wall
- The physical limit that caps compute ambitions, since running AI clusters at scale demands vast, continuous electricity. A nation's compute sovereignty cannot exceed its capacity to generate power.
- Export Control
- A government rule restricting what may be sold across borders, to whom, and under what conditions. Applied to advanced chips, it becomes an instrument of national strategy that weaponizes a commercial supply chain.
- Extreme Ultraviolet Lithography
- The technology used to etch circuits only nanometers wide onto leading-edge chips. The machines are made by a single company, ASML, making it the deepest choke point in the compute supply chain.
- Sovereign AI
- The principle that a nation should own and control its AI compute, models, and data on territory it governs, rather than renting access from foreign providers who could restrict it.
