- Discretionary approval
- A permit or agreement, such as a rezoning, special-use permit, water-service contract, or incentive package, that a local body must affirmatively vote to grant. These votes, rather than the project's economics, are the levers through which community opposition can delay or block a build.
- Early engagement
- Meeting a community's officials and concerned groups before filing a formal application and genuinely adjusting the project in response to what is heard. It works because of tempo and only when the engaging team has real authority to change the project; performed without that authority it becomes counterproductive theater.
- Narrative framing
- The first credible public description of a project, which tends to set the terms of debate. Whoever frames the water, power, or tax story first usually owns it; a developer who lets opponents frame first is forced into rebuttal, a structurally weaker position.
- Reputational-risk register
- A living document that logs each specific reputational or political exposure of a project with an owner, a likelihood, an impact, a concrete mitigation, and an early-warning trigger, applying supply-chain-style risk discipline to the human and political terrain of a siting.
- Stakeholder map
- A dynamic mapping of every party who can help, hurt, or influence a siting decision, plotted by interest and influence and annotated with each party's actual motivation, used to direct limited engagement effort toward the nodes that decide outcomes.
- The triad (water, power, tax)
- The three recurring grievances around which most opposition to large loads organizes: consumption of local water, strain on the grid and upward pressure on electricity bills, and tax treatment such as abatements perceived as unfair relative to jobs created.
- Values conflict
- Opposition rooted in whether a project should exist in a place at all, rather than how it is done. Because no benefit package or disclosure resolves a values objection, recognizing one early can mean the disciplined choice is to reallocate to another site rather than force the build.
