Reading the Map and Underwriting the Package

Faraday’s take

The tax package is not the reward at the end of siting; it is an input at the beginning, and it deserves the same underwriting rigor as the power contract. Reading a region fiscally means knowing which incentives are law and which are favors, which bodies must vote and when, what a competitor already claimed, and how much political tolerance is left in the tank. Then you carry it out over the life of the asset, probability-weight each instrument, and price the day the abatement sunsets. Do this well and the tax package stops being a surprise and becomes a designed part of the infrastructure — as mapped, as modeled, and as load-bearing as the substation. That is the whole discipline: treat the fiscal grid as infrastructure, and it will carry your project the way infrastructure is supposed to.

Knowledge check

What does it mean to underwrite a tax package as infrastructure rather than as a reward?

Show the answer

It means treating the package as an early, load-bearing input: mapping which instruments are statutory versus discretionary, which bodies must vote and when, what competitors have claimed, and the remaining political tolerance — then carrying each instrument out over the asset life with probabilities, durations, and the sunset year priced in.
