When the Deal Meets the Backlash
Faraday's read: every incentive is a promise made with someone else's money, and promises made with public money get audited in public. The clawback clause is where optimism meets accountability. For an operator it is a risk to price; for a community it is the only enforcement it has. The mature way to read an incentive is to read the exit terms first — because the day the jobs number disappoints, the exit terms are the whole story.

What is a clawback provision, and why does Faraday advise reading it before the headline incentive figure?

A clawback lets a government recover previously granted tax benefits if the recipient fails to meet agreed conditions such as investment or job commitments; reading it first reveals the real, risk-adjusted value of the incentive and the operator's downside exposure.
