The Assessment Base and the Property-Tax Abatement

Faraday’s take

Faraday's read: the abatement percentage is the least informative number in the term sheet, and it is the one that ends up on the ribbon-cutting banner. What determines value is which base is abated and what waits on the other side of the term. I have watched sophisticated buyers celebrate a hundred-percent abatement that never touched their taxable personal property, which happened to be two-thirds of their exposure. Read the base first, the schedule second, the clawback third, and the reassessment cliff fourth. If a jurisdiction will not put those four in writing, the generosity is theater, and you are the audience being played.

Knowledge check

A county offers a 100% property-tax abatement for ten years on a data center project. Why might a practitioner still expect a substantial property-tax bill from year one?

Show the answer

Because abatements typically attach only to a defined base, most often the new real-property improvement, and commonly exclude the land and the business personal property. In a data center the servers and mechanical equipment can be the majority of taxable value, so if the abatement reaches only real property, the equipment (and the underlying land) is taxed in full from the start despite the headline 100% figure.
