Once a nation decides compute is a strategic reserve, it stops leaving supply to the market. It builds. Across the world, governments are pouring public money into domestic chip plants, sovereign AI clusters, and the energy to run them. The United States subsidizes fabs, China races for self-sufficiency, and a tier of ambitious states buys its way in with capital and cheap power. My read: sovereignty is the organizing word. Every serious government now wants compute it controls on soil it governs, and is willing to pay a premium for it.
