Genuine Concern Versus Organized Campaign
The most consequential judgment a practitioner makes is diagnostic: is this room full of neighbors with real worries, or a campaign wearing neighbors as a costume? Get it wrong in one direction and you fight your own future customers as if they were mercenaries. Get it wrong in the other and you negotiate earnestly with people who were never going to say yes. The honest answer is that most rooms are a mix, and the skill is estimating the proportion. Beware the comfort of the astroturf accusation; it is the explanation that lets you keep your project and blame the process. Empiricism means you have to actually look.

Why is prematurely labeling opposition as astroturf a strategically dangerous move for a practitioner?
Show the answer
Because the immediately affected residents are almost always genuine, so the accusation insults real neighbors, hands the opposition a sympathetic narrative about an arrogant outsider, and destroys the company's credibility faster than any substantive objection could. The claim also requires proof you rarely have, and an unprovable accusation is a gift to the other side.
