Section 174 and the Fragility of the Whole Edifice
Section 174 is my favorite object lesson in this course precisely because it builds nothing and sites nothing. A single provision changed how research costs are treated — from an immediate deduction to a multi-year amortization — and a great many software-heavy firms woke up to a larger tax bill without a single fact on the ground having moved. No shovel, no substation, no permit. Just a rewritten sentence in the code and a worse cash-flow statement. That is the fragility thesis in its purest form: fiscal policy is the second power grid, and the second grid can be re-wired overnight, in ways that never touch the first. Learn to feel that in your models before it touches your quarter.

How does the post-2021 change to Section 174 illustrate the course's central thesis better than the clean-electricity or semiconductor credits do?
Show the answer
Section 174 changed the timing of research-cost deductions — from immediate expensing to multi-year capitalization and amortization — with real balance-sheet and cash-flow impact, yet it had no siting effect whatsoever: no facility moved, changed, or was built because of it. It is the purest demonstration that fiscal policy is a distinct 'second power grid' that can be rewritten by statute and hit a firm's economics without any physical fact changing, and that such changes arrive as fast as a legislative majority can enact them.
